is true.  With an improved property, the highest and best use of the site is pretty much dictated by the

any one of a million other choices.  

The highest and best use of the land must be determined by the appraiser before any attempt at
valuation can be made.  

Therefore, the appraisal of vacant land is actually the most difficult of all the appraisal assignments.
